It might be true that more visitors might regard Lake Como as more indispensable than Lake Lugano. If you started off with Lugano and then something went wrong, then that would mess up your opportunity with unmissable Lake Como. I would just start off with the most attractive one - Lake Como - then if you decide to spend more time around beautiful Lake Como (or if something goes wrong with your plan) you can stay or if everything goes according to plan, you can continue. both could be possible if your timetables are correct (I see FF has corrected timetables for you) but many people might say they are not very relaxing itineraries.
